ISIS has released a how-to manual for members of terror cells and/or aspiring individual jihadists in the United States. Per a report at World Net Daily:

The 63-page, English-language manual, “Safety and Security Guidelines for Lone Wolf Mujahideen,” said to have been authored by three former members of the intelligence service of the late Iraqi dictator Saddam Hussein who now work with ISIS in its self-proclaimed caliphate capital of Raqqa, Syria.

The manual, adapted from an older al-Qaida online Arabic language course, gives lessons to clandestine small-cell and individual jihadist.

The recommendations in the manual include (1) remaining hyper vigilant, (2) varying daily routines, and (3) fabricating a cover story ahead of time to be used when needed, and (4) revealing information on a strictly need-to-know basis.

There is a strong emphasis on blending in with one’s surroundings. Toward that end, covert jihadists are instructed to hide their Muslim identity by doing such things as wearing a cross, not keeping a Quran app on their smart phones, not exhibiting prayer beads, not growing a beard, and staying away from mosques.

The manual also instructs operatives to recruit family members or people they’ve had a lifelong relationship with. It also directs them to maintain safe houses and attend to weapons security, including the safe transport of weapons to cell operatives and avoiding any stash of weapons (or any other incriminating evidence) in one’s home.

Instructions are provided on how to perform surveillance of a target along with guidance on how to determine if the jihadist is under surveillance by law enforcement.

Evil never sleeps. But apparently, the target of evil does.
