President Obama is about to commit the United States to meet greenhouse gas emission targets in an international agreement without consulting Congress, the agencies, or the states. Republicans are warning other countries that the president's executive orders can be overturned and that any negotiations should take that into account. Reuters: The White House is seeking to enshrine its pledge in a global climate agreement to be negotiated Nov. 30 to Dec. 11 in Paris.
