The Obama administration has just announced that American foreign aid will be used to "promote gay rights around the world." Mr. Obama has made an unequivocal statement: "I am deeply concerned by the violence and discrimination targeting LGBT persons around the world." He has promised that the U.S. State Department would provide a "swift and meaningful response to serious incidents that threaten the human rights" of gay, lesbian, bisexual and transgender people abroad." As quoted from the New York Times article: The presidential memorandum issued by the White House said that federal agencies engaged abroad had been directed to "combat the criminalization of LGBT status or conduct abroad; protect vulnerable LGBT refugees and asylum seekers; leverage foreign assistance to protect human rights and advance nondiscrimination; ensure swift and meaningful U.S. response to human rights abuses of LGBT persons abroad; engage international organizations in the fight against LGBT discrimination; and issue reports on progress.
