Hamstringing nonprofits that disagree with the Obama administration

Is the IRS discriminating against nonprofit organizations that disagree with Obama administration policies? A lawsuit against the IRS filed by the pro-Israel group Z-Street alleges that,

An IRS agent told Z STREET's lawyers that the application was delayed because of a Special Israel Policy that requires more intense scrutiny of organizations which have to do with Israel, in part to determine whether they espouse positions on Israel contrary to those of the current Administration.

This is a chilling matter. I hope that there is a recording of the alleged comments.
