Expected decrease in Emergency Room costs from the new law:  75%

Actual increase in Emergency Room costs in first two years:  17%

Number of Massachusetts hospitals suing the state for insufficient reimbursement:  6

State reimbursement as a percent of actual hospital costs (per a suing hospital):  64%
