The California budget debacle has given us more than exquisite political theatre.  Astute observers get a chance to use a catchy new phrase long before its evenivitable rise to the top of the pop culture lexicon.

Among the provisions cobbled together to close California's budget gap is one that will allow Governor Schwarzenegger to "forcibly borrow" $2 billion from local and county governments.  Of course they will not be able to forcible borrow much from cities and counties overwhelmed with massive costs associated with bloated social programs.  So they will need to forcibly borrow from the financially responsible governments.

No major newspapers, networks or wire services have picked this up.  Although this cool new term has started to make its way around the blogosphere, a Goggle search shows the Press Enterprise of Riverside is the only newspaper in the country reporting on this issue. 

So now is your chance to be a trend setter.  Go out and forcibly borrow something from your neighbor today.  All the cool kids are doing it.
